pen unable to start at first boot

Re-ordered way pen works:

• If local ip does not jet exists it refuses to start
• /usr/local/etc/rc.d/sort-proxies has again became a shell startup script storing it's results in /etc/rc.pen.local

• Sortproxies en pen will be restarted every 30 minutes allowing the best available proxy to be selected.
