pen_wrapper enhancements

1. Not probe the inet by default, but just the proxies reachability (proxies itself will handle up/down state). This avoid fair amounts of probe HTTP traffic going to the internet.
2. Wrapper should just use the /usr/local/etc/rc.d logic to allow reload/restart of the pen daemon.
3. Log files should be properly rotated.
