sync small changes using rsync

Description

Syncing a 400MB to 80+ nodes over wireless is not going to be a speedy job. As config, working and base are strictly separated a simple rsync could do the trick for really small changes as well.

In 13564/genesis:

Support spaces in SSID, by using hex encoding, since escaping is a quote-hell.

Quirk to enable DHCP shared-network again in case an interface has aliases.
